micro-swales
A common concept in permaculture is swales.
Swales are dug along contour lines, with the aim that during rain, they slow direct runnof, with the swales filling up, and more slowly releasing the moisture into the underliying soil. More usually they are built with width and depth in the order of 0.5 metres or greater.
I have a small garden approximated 4m x 4m it always appears to be completely dry even after rain. I have recently excavated what I am going to call here "mico-swales". Basically small hoed ditch on the contour with a garden which we haven't yet improved, but always seems to be bone dry. It appears that they might work quite well.. some photos are shown below.
